Lithium batteries for Gdansk go out of Shanghai, where MSA spot-checks battery containers during and after filing. On the way they face a long Europe voyage extended through the Danish straits into the Baltic, and they arrive at a Baltic port where the harbour master sets conditions for handling each dangerous-goods cargo.

Where this route gets difficult

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Every box for Gdansk passes the Danish straits, where IMO recommends pilotage on Route T for ships with a draught of 11 m or more and the Danish Maritime Authority reports non-compliant ships to their flag state. If the container is moved to a feeder at a North Sea port, that second vessel must also accept the UN numbers.
What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.
In the ports supervised by the Maritime Office in Gdynia, the dangerous goods on an arriving ship are declared through the National Single Window at least 24 hours ahead, or on departure from the previous port on a short leg, which is common for Baltic feeders. The harbour master then gives consent and sets conditions for entry and handling.
What Anxin does: Because most Chinese cargo reaches Gdansk by feeder, we check the DG data are final before the mainline ship leaves Shanghai, so the feeder's declaration is not built on a draft.
Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Poland increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Poland we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Poland for sale after that date need a design that meets the rule.
What Anxin does: When appliances with built-in batteries are booked for Poland we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Poland import file. We check the three against each other before the booking is confirmed.
