Where this route gets difficult
They run from the Shanghai terminal through the voyage to Manila South Harbor and the Philippines import file.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
PAGASA reports that about 20 tropical cyclones enter the Philippine Area of Responsibility each year, 8-9 of them crossing the islands. Ports such as Manila South Harbor suspend operations when storm signals are raised, and inter-island feeder legs stop sailing, so a battery container can wait at a transhipment port as well as at Manila South Harbor itself.
What Anxin does: In the typhoon months we ask the consignee to have its customs entry ready before arrival, so the container can leave Manila South Harbor as soon as operations restart.
Philippine customs want the manifest 24 hours before arrival on short voyages and 48 hours on those over 72 hours, with separate deadlines for consolidators. From Shanghai, that means the battery details must be final at booking.
What Anxin does: We give the carrier or consolidator the final cargo and DG data before sailing from Shanghai, so the Philippine manifest is filed complete.
Trucks over 4,500 kg are banned from Metro Manila roads from 6 to 10 am and 5 to 10 pm except on Sundays and holidays; only essential goods have been exempt since March 2026. A battery container leaving Manila South Harbor has to be moved inside the open windows.
What Anxin does: We ask the consignee's trucker to plan the pick-up from Manila South Harbor around the truck-ban hours, so the release and the truck slot line up.
