What to watch between Shanghai and Manila North Harbor: 5 points

  1. Origin port

    Shanghai checks during and after the voyage filing, not just before

    Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  2. Origin port

    Not every Shanghai warehouse can stuff lithium DG

    Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.

    What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  3. Sea corridor

    Typhoons close ports on both ends of the route

    Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Manila North Harbor the risk is less the sea passage than a port closure in Shanghai or on arrival, which moves the box and its DG declaration to a later ship.

    What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.

  4. Import country

    CPRS accreditation comes before the first import entry

    The Bureau of Customs only accepts import declarations from importers registered and accredited in its Client Profile Registration System. For a new consignee at Manila North Harbor, that is the first thing to check.

    What Anxin does: At quotation we ask a new importer to confirm its CPRS registration and accreditation before the first container is booked.

  5. Import country

    North Harbor is mainly a domestic port

    Manila North Harbor handles mostly domestic traffic, though it has been a sub-port of entry for international cargo since 2016. International containers for Manila North Harbor are less usual, so the carrier's routing and the customs arrangements should be confirmed before booking.

    What Anxin does: We confirm with the carrier whether it delivers international boxes to Manila North Harbor or to another Manila terminal, and adjust the booking accordingly.
