Lithium batteries for Iloilo go out of Shanghai, where MSA spot-checks battery containers during and after filing. On the way they face Southeast Asian waters, with their typhoon and monsoon seasons, and they arrive at the port of Iloilo.
In the Philippines the importer must be accredited in CPRS before any entry is lodged. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.
Typhoons and the winter monsoon set the pace on this short Southeast Asian route; smaller ports are often reached through a hub.

Where this route gets difficult
Loading port first, then the sea leg, then Iloilo and the Philippines market.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
PAGASA reports that about 20 tropical cyclones enter the Philippine Area of Responsibility each year, 8-9 of them crossing the islands. Ports such as Iloilo suspend operations when storm signals are raised, and inter-island feeder legs stop sailing, so a battery container can wait at a transhipment port as well as at Iloilo itself.
What Anxin does: In the typhoon months we ask the consignee to have its customs entry ready before arrival, so the container can leave Iloilo as soon as operations restart.
No import declaration can be lodged unless the importer is registered in the Bureau of Customs' CPRS and accredited. A first-time importer at Iloilo that has not finished this will see its battery container wait, and pay for the waiting.
What Anxin does: At quotation we ask a new importer to confirm its CPRS registration and accreditation before the first container is booked.
CAO 15-2020 gives consolidators a separate deadline: their manifest is due 24 or 12 hours before arrival, depending on the voyage. LCL battery cargo for Iloilo depends on the consolidator having the DG details in time.
What Anxin does: For LCL shipments we pass the DG data to the consolidator at booking, so its manifest is complete before the Philippine cut-off.
A DTI draft technical regulation published in February 2026 would bring power banks under mandatory PS or ICC marking, with a 12-month transition. Importers of power banks through Iloilo should follow its progress so that stock arriving after the transition is covered.
What Anxin does: For power bank orders we ask the importer whether it has started on PS or ICC marking, so later shipments are not caught at the end of the transition.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Philippines import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Post-event spot check finds missing proof | Shanghai MSA | Evidence file kept per container | Shipper with Anxin |
| Entry cannot be lodged for an unaccredited importer | Philippine port of discharge | Accreditation checked at quotation | Importer |
Questions
Only after registering in the Bureau of Customs' CPRS and being accredited.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
