Where this route gets difficult
Listed from loading in Shanghai to import into Philippines, each with what we do about it.
Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Bacolod the risk is less the sea passage than a port closure in Shanghai or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
The Bureau of Customs only accepts import declarations from importers registered and accredited in its Client Profile Registration System. For a new consignee at Bacolod, that is the first thing to check.
What Anxin does: At quotation we ask a new importer to confirm its CPRS registration and accreditation before the first container is booked.
Philippine customs want the manifest 24 hours before arrival on short voyages and 48 hours on those over 72 hours, with separate deadlines for consolidators. From Shanghai, that means the battery details must be final at booking.
What Anxin does: We give the carrier or consolidator the final cargo and DG data before sailing from Shanghai, so the Philippine manifest is filed complete.
A DTI draft technical regulation published in February 2026 would bring power banks under mandatory PS or ICC marking, with a 12-month transition. Importers of power banks through Bacolod should follow its progress so that stock arriving after the transition is covered.
What Anxin does: For power bank orders we ask the importer whether it has started on PS or ICC marking, so later shipments are not caught at the end of the transition.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Only after registering in the Bureau of Customs' CPRS and being accredited.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
