From Shanghai to Salalah, cargo moves from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals, crosses an Arabian Sea passage towards the Gulf, and is discharged at Salalah, where cargo details go to the port 72 hours ahead and damaged DG boxes stay on board.

On the Omani side the electronic manifest has to be in Bayan a day and a half before the ship. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult

5 points to plan for on the Shanghai → Salalah route

Loading port first, then the sea leg, then Salalah and the Oman market.

  1. Origin port

    Shanghai checks during and after the voyage filing, not just before

    Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  2. Origin port

    Photo evidence before Shanghai issues the packing certificate

    Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.

    What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  3. Sea corridor

    Southwest monsoon on the Arabian Sea, June to September

    India's southwest monsoon runs from June to September, bringing rough seas and squally weather to the Arabian Sea that regularly disrupt port operations along the route.

    What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.

  4. Destination port

    Damaged DG boxes are not discharged

    Leaking or damaged dangerous-goods packages or containers may not be discharged at Salalah unless the Port Authority decides otherwise after inspection, and dangerous cargo needing special handling gets less free time than ordinary boxes. Packing quality in Shanghai decides whether the container can come off the ship at all.

    What Anxin does: We check CINS-level blocking and bracing on the stuffing photos in Shanghai and ask for photos of the sealed container before it goes to the terminal.

  5. Import country

    Labels before the goods reach the market

    Oman allows imported goods to be labelled after customs clearance, but the labelling must be complete before they enter the Omani market. Relabelling battery cartons in a warehouse in Oman is possible, but it adds handling of dangerous goods after discharge.

    What Anxin does: We ask the importer what market labelling it needs and, where possible, have it applied in the factory in China rather than after arrival.
