Lithium batteries for Trondheim go through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Trondheim.
On the Norwegian side, Digitoll, SafeSeaNet reporting and national battery marking all apply. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
ADR on Norwegian roads, Norwegian battery marking under the product regulation, and membership of an approved return company.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Trondheim and at customs in Norway.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Trondheim decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Under Norway's regulation on land transport of dangerous goods, ADR applies as Norwegian law on the road, including domestic journeys. A UN 3480 load leaving Trondheim therefore moves as class 9, transport category 2, with tunnel restriction code (E), which the haulier has to reflect in route planning.
What Anxin does: We give the Norwegian haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Trondheim matches the container file.
Since 15 September 2026 Norwegian Customs requires the sea reporting duty to be filed digitally: vessel and cargo data at least 24 hours before the ship's first call in Norway, as linked transport, master and house consignment messages. The importer's declaration in TVINN is due at the latest when the goods reach Trondheim, and can be sent up to five days ahead.
What Anxin does: We give the carrier and the Norwegian customs agent matching house-bill data, and ask the importer who files the TVINN declaration, so the house consignment for Trondheim links to it before arrival.
Until the EU rules reach Norway, battery marking follows the Norwegian product regulation: the crossed-out waste container symbol, Hg, Cd or Pb symbols above set thresholds, and capacity marking for certain battery types. The importer also has to belong to an approved battery return company under the waste regulation.
What Anxin does: We compare carton and battery photos against the Norwegian marking list before loading and ask the importer to confirm its return company.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Norway import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Container refused for loading: photos late, off-site or not matching EDI data | Yangshan / Waigaoqiao | Photo upload checked against EDI data before the certificate is sent | Packing inspector, checked by Anxin |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| House consignment not linked to a TVINN declaration at arrival | Customs at Trondheim | Declarant and house-bill data confirmed before sailing | Importer / customs agent |
Questions
Not yet. It has not been incorporated into the EEA Agreement; existing Norwegian battery rules and approved producer responsibility companies continue until a new Norwegian regulation takes over.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
