Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Haugesund and at customs in Norway.
Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
Norway's regulation on land transport of dangerous goods makes ADR Norwegian law for road journeys, domestic ones included. UN 3480 therefore travels from Haugesund as class 9, transport category 2, with tunnel restriction code (E), so the haulier plans the route with category E tunnels in mind.
What Anxin does: We give the Norwegian haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Haugesund matches the container file.
Because the EU Battery Regulation is not yet part of the EEA Agreement, it does not apply in Norway. Norway's existing rules and approved producer responsibility companies such as RENAS remain in place, and Miljødirektoratet consulted in April 2026 on the transition, so importers follow Norwegian rules now while tracking the new regulation.
What Anxin does: We ask the Norwegian importer which return company it belongs to, and do not assume EU-only paperwork covers the Norwegian market.
Norway belongs to the EU customs security area under an agreement in force since 1 July 2009, so containers for Haugesund need the same ICS2 pre-notification as cargo for EU ports, and whoever files it needs an EORI number. Being outside the EU does not remove the pre-loading filing in Shanghai.
What Anxin does: We collect the Norwegian consignee's details and an HS-level description at booking and make sure the ENS filer has them before the Shanghai cut-off.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Norway import papers. We compare all three before confirming space.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
