Where this route gets difficult
Listed from loading in Shanghai to import into New Zealand, each with what we do about it.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
The first part of the route passes the western North Pacific typhoon area, which averages 25.1 typhoons a year, peaking in August and September (Japan Meteorological Agency, 1991–2020).
What Anxin does: For July–October sailings we confirm DG cut-offs a week ahead and refile promptly if the vessel changes.
MPI's import health standard for sea containers requires them to arrive clean inside and outside, free of soil, plant material and pests. A dirty container at Timaru can be sent for inspection, cleaning or treatment, which delays the batteries inside.
What Anxin does: We ask the packing site in Shanghai to check and photograph the empty container before stuffing, and reject one that is not clean.
Since a 2013 alliance, Port of Tauranga has run the Timaru container terminal through its subsidiary Timaru Container Terminal, linking South Island shippers to services that call at Tauranga. A container for Timaru may therefore move via Tauranga, with DG acceptance needed for each leg.
What Anxin does: We ask the carrier how the container reaches Timaru and confirm DG acceptance on every leg.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the New Zealand import file. We check the three against each other before the booking is confirmed.
