From Shanghai to Rotterdam, cargo moves out of Shanghai, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at a port where every dangerous-goods container is declared through Portbase once the ship leaves its last port.

The Netherlands is still building its national battery register, so proof of registration runs through the collective schemes. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Photo-verified packing certificate
  • Yangshan / Waigaoqiao export
  • EU declaration of conformity
  • Portbase DG data per container
  • MyOPEN registration number

Route profile

How Shanghai → Rotterdam differs from other lanes

Origin port

Shanghai (Yangshan / Waigaoqiao)

Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult

Where Shanghai → Rotterdam shipments get held up: 5 points

Loading port first, then the sea leg, then Rotterdam and the Netherlands market.

  1. Origin port

    Shanghai's photo-verified packing certificate

At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.

What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Sea corridor

Drawn via Suez, sailed mostly via the Cape

The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Rotterdam decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Destination port

Berths near housing are closed to larger hazardous loads

The Rotterdam Port By-laws bar container and general cargo ships carrying certain quantities of hazardous substances from berthing near residential areas. The carrier's berth plan in Rotterdam therefore depends on the dangerous goods it has declared, and a late addition can affect where the ship works.

What Anxin does: We give the carrier the final dangerous-goods quantities at booking rather than after loading, so its Rotterdam berth planning is based on the real cargo.

  4. Import country

The truck leg out of Rotterdam runs under ADR

Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Netherlands has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.

What Anxin does: We give the Netherlands haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Shanghai.

  5. Import country

User-replaceable batteries in appliances from 18 February 2027

Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Netherlands after that date need a design that complies.

What Anxin does: When appliances with built-in batteries are booked for Netherlands we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance

What to have ready: Shanghai to Rotterdam

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Shanghai end

  • Stuffing photos (before, during, after) uploaded to Shanghai MSA's remote system before the EDI packing certificate is sent
  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the carrier and the voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For import into Netherlands

  • Haulier in Netherlands briefed with UN number, class 9 and tunnel code (E) for the road leg
  • Repacking planned outside the port, after onward transport
  • Label and QR-code status against the August 2026 and February 2027 dates

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Shanghai filings, the booking with the carrier and the documents for Netherlands before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Rotterdam.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Shanghai → Rotterdam: questions we are asked

Through the Portbase Notification Dangerous Goods service, which the ship's side files as soon as possible after leaving the previous port, listing the hazardous substances per container.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
