Shanghai to Port Klang

From Shanghai to Port Klang, cargo moves from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals, crosses the monsoon-driven seas of Southeast Asia, and is discharged at the port of Port Klang.

Where this route gets difficult
They run from the Shanghai terminal through the voyage to Port Klang and the Malaysia import file.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas off the east coast of Peninsular Malaysia, western Sarawak and eastern Sabah, with strong-wind and rough-sea warnings for the South China Sea. Routes to Port Klang cross those waters in the season, and a rough crossing tests the stow.
What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.
Adapters and chargers are among the 34 categories of regulated electrical equipment in Malaysia. Importing them needs a Certificate of Approval from the Energy Commission under regulation 97, and they must carry the label required by regulation 98, so a battery product shipped with its charger to Port Klang needs both.
What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Shanghai.
Since 1 January 2026 new accumulators for vehicles of headings 87.01-87.05, 87.09 and 87.11 need a MITI Approved Permit, applied for through ePermit and supported by SIRIM certification. The permit is valid for six months, so a shipment to Port Klang has to arrive while it is still current.
What Anxin does: For EV or motorcycle batteries going to Port Klang, we ask the importer for the AP number and its expiry date before booking, and time the sailing inside it.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Malaysia import papers. We compare all three before confirming space.

Questions
New accumulators for vehicles need a MITI Approved Permit through ePermit since 1 January 2026, with SIRIM certification. The AP is valid for six months.
From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
