This route runs through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules, then follows Southeast Asian waters, with their typhoon and monsoon seasons; at the far end is the port of Kuantan.

Where this route gets difficult

6 pain points from Shanghai to Kuantan

They run from the Shanghai terminal through the voyage to Kuantan and the Malaysia import file.

  1. Origin port

    Photo evidence before Shanghai issues the packing certificate

    Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.

    What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Origin port

    Shanghai MSA spot-checks after the filing too

    Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  3. Sea corridor

    Typhoon season on the run to Kuantan

    The Japan Meteorological Agency counts an average of 25.1 typhoons a year in the western North Pacific, most of them in August and September. On the run to Kuantan a storm can shut the loading port in China or the discharge port for a day or more, and the dangerous goods filings then have to follow the box to its next vessel.

    What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.

  4. Import country

    Vehicle batteries need a MITI Approved Permit since January 2026

    Since 1 January 2026 new accumulators for vehicles of headings 87.01-87.05, 87.09 and 87.11 need a MITI Approved Permit, applied for through ePermit and supported by SIRIM certification. The permit is valid for six months, so a shipment to Kuantan has to arrive while it is still current.

    What Anxin does: For EV or motorcycle batteries going to Kuantan, we ask the importer for the AP number and its expiry date before booking, and time the sailing inside it.

  5. Import country

    The charger in the box is regulated equipment

    Malaysia's Energy Commission regulates 34 categories of electrical equipment, adapters and chargers among them. An importer bringing them into Kuantan needs a regulation 97 Certificate of Approval and regulation 98 labelling.

    What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Shanghai.

  6. Import country

    BESS: a voluntary SIRIM guideline

    SIRIM issued a guideline for battery energy storage systems in September 2025. It is voluntary, but buyers and project owners in Malaysia may ask for it, so it is worth agreeing before shipment which documents will accompany an ESS container to Kuantan.

    What Anxin does: For energy-storage systems we ask the buyer early whether it wants documents that follow the SIRIM guideline, so they travel with the shipment.

Questions

Common questions on the Shanghai → Kuantan route

New accumulators for vehicles need a MITI Approved Permit through ePermit since 1 January 2026, with SIRIM certification. The AP is valid for six months.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
