Where this route gets difficult
Loading port first, then the sea leg, then Ventspils and the Latvia market.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Because Ventspils is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
The Battery Regulation makes registration national: whoever first makes batteries available in Latvia must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Latvia cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Latvia.
What Anxin does: At booking we ask which company is the producer of record in Latvia and for its registration number there, so a missing registration surfaces while the goods are still in Shanghai rather than after discharge in Ventspils.
An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in Latvia can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.
What Anxin does: We ask the importer which language Latvia requires and check carton and insert photos against it before loading.
Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Latvia increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Latvia we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

24 hours before the container is loaded in China, not before it reaches Ventspils. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Yes, but in the restriction period only ships of the required ice class and deadweight receive icebreaker assistance. Finland's agency publishes the restrictions on baltice.org, with exemption requests due at least three working days before arrival.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
