Where this route gets difficult

5 points to plan for on the Shanghai → Riga route

Listed from loading in Shanghai to import into Latvia, each with what we do about it.

  1. Origin port

    Shanghai MSA spot-checks after the filing too

    Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  2. Origin port

    Fire-rating proof for Shanghai stuffing warehouses

    Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.

    What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  3. Sea corridor

    Ice-class restrictions in the northern Baltic

    Every winter Finland's Transport Infrastructure Agency sets traffic restrictions for its ports: only ships of a stated ice class and deadweight get icebreaker assistance. Exemption requests must be in at least three working days before arrival, and the restrictions for the Baltic are published on baltice.org. A feeder without the right ice class may not be allowed to call at Riga in the restriction period.

    What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Riga and ask the carrier to confirm that the final feeder has the required ice class before we book.

  4. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Latvia for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Latvia we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

  5. Import country

    The importer's name and address on the battery

    The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Latvia importer's details need to reach the factory before printing.

    What Anxin does: We pass the Latvia importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

What to have ready: Shanghai to Riga
