Lithium batteries for Shuwaikh go out of Shanghai, where MSA spot-checks battery containers during and after filing. On the way they face a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and they arrive at the port of Shuwaikh.
Kuwait clears goods only through a local agent, for an importer holding a Ministry-registered licence. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.
Kuwait clears only through local agents, and the licence holder's name has to be on the bill of lading.

Where this route gets difficult
Listed from loading in Shanghai to import into Kuwait, each with what we do about it.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Sailings between June and September cross the Arabian Sea during India's southwest monsoon, when rough seas and squalls regularly disrupt port operations along the route and test how well the cargo is secured inside the container.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
Kuwait asks for a commercial invoice in one original and two copies, legalised by a chamber of commerce, a legalised certificate of origin, a stamped packing list and three copies of the bill of lading. Legalisation happens in China before the documents travel, so it has to be planned alongside the booking.
What Anxin does: We start the chamber legalisation of the invoice and certificate of origin in China as soon as the invoice is final, so the originals reach the Kuwaiti agent before the ship arrives in Shuwaikh.
Kuwait Customs deals only with local agents, who clear goods with a letter of representation and an end-user letter. The importer's agent therefore needs both letters, as well as the DG documents, before the container is discharged at Shuwaikh.
What Anxin does: We confirm the importer's customs agent at booking and send it the DG declaration and SDS together with the commercial documents.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Kuwait import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Post-event spot check finds missing proof | Shanghai MSA | Evidence file kept per container | Shipper with Anxin |
| Monsoon seas cause cargo shift or delays | Arabian Sea, Jun–Sep | CINS stuffing checks; slack in the delivery plan | Packing site / carrier |
| Legalisation not finished before arrival | Kuwait Customs | Legalisation started when the invoice is final | Shipper |
Questions
Yes. The commercial invoice (one original and two copies) and the certificate of origin must be legalised; the packing list is stamped and three copies of the bill of lading are needed.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
