Asia – Mediterranean via Suez
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

From Shanghai to Haifa, cargo moves out of Shanghai, crosses a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and is discharged at the port of Haifa.
On the Israeli side the tariff classification decides which import permits and standards apply. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.
EU-based conformity under Israel's standards reform, SI 62133 for portable lithium batteries, Hebrew labels, and a tariff code that decides which permits apply.

Where this route gets difficult
They run from the Shanghai terminal through the voyage to Haifa and the Israel import file.
Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
The JMIC's September 2026 update rated the northern Red Sea and Suez Canal MODERATE, with the canal operating in both directions and container lines returning selectively, and the Eastern Mediterranean LOW. The risk on this corridor is concentrated at the southern entrance of the Red Sea rather than at the canal.
What Anxin does: We check before each booking whether the service has changed routing since the last quote.
Israel classifies imports under its Customs and Purchase Tax Tariff, and the classification determines not only duty and purchase tax but which permits, licences and conditions of import apply. Israeli Customs offers free pre-rulings; for a mixed shipment of cells, packs and devices it is worth having one before the goods sail.
What Anxin does: We ask the Israeli importer to confirm the tariff code, or obtain a pre-ruling, and use the same description on the invoice and packing list.
Importing under the European reform does not remove Israeli marking rules: Hebrew labelling is still required. Cartons and inserts printed for another market need a Hebrew label before sale in Israel.
What Anxin does: We ask the importer for its Hebrew label text and whether it will be applied in the factory or after arrival, and check carton photos before loading.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Israel import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Post-event spot check finds missing proof | Shanghai MSA | Evidence file kept per container | Shipper with Anxin |
| Wrong classification triggers a permit requirement at the border | Israel Customs | Tariff code confirmed before sailing | Importer |
Questions
Under the reform in force since January 2025, many products can be imported on the basis of conformity with the adopted EU regulation, with an importer declaration and a product file; Hebrew labelling still applies.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
