  1. Origin port

    Photo evidence before Shanghai issues the packing certificate

    Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.

    What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Origin port

    Shanghai MSA spot-checks after the filing too

    Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  3. Sea corridor

    Sulu and Celebes Seas: the crew-abduction advisory still stands

    Routes to Semayang pass through the Sulu and Celebes Seas, where ReCAAP's advisory on the abduction of crew remains in force. The threat level has been LOW since January 2025, after no incidents since 2020, but ships are still told to keep a sharp lookout and report to the Philippine and Eastern Sabah security centres.

    What Anxin does: We ask the carrier whether it routes this service through the Sulu and Celebes Seas or around them, and note the answer on the booking so the consignee knows what to expect.

  4. Import country

    Arrival notice 24 hours ahead, manifest before unloading

    Indonesian customs rules (PMK 158) want the carrier's arrival notification at least 24 hours before arrival for voyages of 24 hours or more, and the inward manifest before any cargo is unloaded at Semayang. Discrepancies in the DG description then hold the container.

    What Anxin does: We give the carrier final cargo data, HS code and UN number before sailing from Shanghai, so the Indonesian manifest matches the DG declaration.

  5. Import country

    SNI is mandatory for primary batteries since May 2025

    Permenperin 69/2024 made the SNI standard mandatory for primary batteries from 20 May 2025. Primary cells shipped to Semayang without SNI certification and marking cannot be imported or sold, which matters for mixed shipments of devices and spare cells.

    What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.

Primary batteries have needed SNI certification and marking since 20 May 2025. Lithium-ion packs should be checked by the importer against the current SNI list.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
