  1. Origin port

    Shanghai MSA spot-checks after the filing too

    Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  2. Origin port

    Photo evidence before Shanghai issues the packing certificate

    Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.

    What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  3. Sea corridor

    Many Indian-bound boxes relay through Colombo

    Colombo handled a record 8.29 million TEU in 2025, about 81% of it transhipment, and roughly 45% of that transhipment is linked to Indian trade. A container for Tuticorin may well be discharged in Colombo and reloaded onto a feeder, so the DG declaration and the booking have to cover both vessels.

    What Anxin does: We ask the carrier at booking whether the service to Tuticorin relays in Colombo or elsewhere, and check that the DG acceptance covers the feeder leg too.

  4. Import country

    Customs check the registration online, model by model

    Since CBIC Instruction 27/2025, customs officers at Tuticorin verify the BIS registration on crsbis.in, checking manufacturer, model and factory location. Goods under a deferred or cancelled registration are refused clearance, so an out-of-date certificate is enough to hold the container.

    What Anxin does: We compare the model numbers and factory address on the invoice with the registration shown on crsbis.in before the goods leave Shanghai.

  5. Import country

    The north-east monsoon in Tamil Nadu, October to December

    The India Meteorological Department describes October to December as Tamil Nadu's main rainy season, with onset around 20 October and nearly half the state's annual rainfall. Heavy rain at Tuticorin slows cargo work and inland trucking.

    What Anxin does: For arrivals at Tuticorin in the north-east monsoon we tell the consignee to expect rain delays and keep documents filed early.

  6. Import country

    BIS registration for lithium cells and batteries

    Lithium-ion cells and batteries are under BIS's Compulsory Registration Scheme (IS 16046 Part 2). The manufacturer needs its own registration, and the R-number goes into the Bill of Entry at Tuticorin; batteries without it cannot be cleared.

    What Anxin does: Before booking we ask for the manufacturer's BIS R-number and check that it covers the models and factory named in the shipment.
