Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Mormugao and at customs in India.
Shanghai's electronic packing certificate goes out by EDI only after the inspector has uploaded before, during and after stuffing photos through the MSA's remote system, with face recognition and phone location switched on. Missing, late or off-site photos, or photos that do not match the EDI cargo data, stop the container from loading. Stuffing sites outside Shanghai need registration with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
Colombo handled a record 8.29 million TEU in 2025, about 81% of it transhipment, and roughly 45% of that transhipment is linked to Indian trade. A container for Mormugao may well be discharged in Colombo and reloaded onto a feeder, so the DG declaration and the booking have to cover both vessels.
What Anxin does: We ask the carrier at booking whether the service to Mormugao relays in Colombo or elsewhere, and check that the DG acceptance covers the feeder leg too.
The India Meteorological Department dates the south-west monsoon's arrival over Kerala to around 1 June (4 June in 2026), after which it moves north and covers the whole country by about mid-July. From then until the season ends, arrivals at Mormugao meet monsoon rain on the quay and on the roads inland.
What Anxin does: For monsoon-season arrivals at Mormugao we ask for cartons with moisture protection and tell the consignee to plan unstuffing under cover.
Lithium-ion cells and batteries are under BIS's Compulsory Registration Scheme (IS 16046 Part 2). The manufacturer needs its own registration, and the R-number goes into the Bill of Entry at Mormugao; batteries without it cannot be cleared.
What Anxin does: Before booking we ask for the manufacturer's BIS R-number and check that it covers the models and factory named in the shipment.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the India import papers. We compare all three before confirming space.
