Lithium batteries for Kamarajar go from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals. On the way they face an Indian Ocean passage after the Malacca Strait, and they arrive at the port of Kamarajar.
In India the BIS R-number must match the manufacturer, model and factory on crsbis.in. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.
An Indian Ocean route: rough south-west monsoon seas from June to September and cyclone windows in April-May and October-December.

Where this route gets difficult
They run from the Shanghai terminal through the voyage to Kamarajar and the India import file.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
India's southwest monsoon runs from June to September, with rough seas across the Arabian Sea and Bay of Bengal. Rough seas are hard on poorly braced loads.
What Anxin does: In monsoon months we check blocking and bracing strictly on stuffing photos before sealing.
India's Battery Waste Management Rules 2022 treat importers as producers. The importer of batteries through Kamarajar must register with the CPCB and meet its extended producer responsibility obligations before selling them.
What Anxin does: At quotation we ask the importer for its CPCB producer registration, so the EPR point is settled before the first shipment.
The India Meteorological Department describes October to December as Tamil Nadu's main rainy season, with onset around 20 October and nearly half the state's annual rainfall. Heavy rain at Kamarajar slows cargo work and inland trucking.
What Anxin does: For arrivals at Kamarajar in the north-east monsoon we tell the consignee to expect rain delays and keep documents filed early.
Lithium-ion cells and batteries are under BIS's Compulsory Registration Scheme (IS 16046 Part 2). The manufacturer needs its own registration, and the R-number goes into the Bill of Entry at Kamarajar; batteries without it cannot be cleared.
What Anxin does: Before booking we ask for the manufacturer's BIS R-number and check that it covers the models and factory named in the shipment.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the India import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions
They verify the registration on crsbis.in, including manufacturer, model and factory location, and refuse deferred or cancelled registrations.
Often, yes. Colombo is the main relay for Indian cargo, so we ask the carrier where the service relays and check that the feeder accepts the batteries too.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
