Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Chennai and at customs in India.
Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.
What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
The India Meteorological Department recognises two cyclone seasons in the North Indian Ocean, April to May and, the main one, October to December. A storm near Chennai closes the port or holds ships at anchor, and the arrival slips accordingly.
What Anxin does: For sailings in those months we plan delivery with slack at Chennai and confirm the carrier's revised arrival before booking onward transport.
Indian customs now verify BIS registrations online (CBIC Instruction 27/2025). If the manufacturer, model or factory location on the documents for Chennai differs from crsbis.in, or the registration is deferred or cancelled, the goods are not cleared.
What Anxin does: We compare the model numbers and factory address on the invoice with the registration shown on crsbis.in before the goods leave Shanghai.
CBIC allows an advance Bill of Entry on the basis of the house bill of lading alone. For LCL battery cargo arriving at Chennai in a consolidator's container, the importer can therefore file before arrival instead of waiting for the master documents.
What Anxin does: For LCL shipments we send the house bill and DG details to the importer's broker at sailing, so it can use the advance filing.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.
