From Shanghai to Hamburg, cargo moves from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals, crosses a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and is discharged at a port run under its own dangerous-goods ordinance, which tracks every class 9 box electronically from the Elbe to the rail siding.

Where this route gets difficult
Loading port first, then the sea leg, then Hamburg and the Germany market.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Because Hamburg is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
Hamburg's dangerous goods ordinance (GGBVOHH) requires the ship's dangerous goods to be notified at least 24 hours before it reaches the port area, through GEGIS, the port's dangerous goods information system. Any change to the notified data must be reported without delay and at the latest within one hour. The same system is fed again when a class 9 container moves by rail inside the port or is set down at a terminal.
What Anxin does: We treat the UN number, proper shipping name, package count and gross weight on the booking as final before the vessel leaves Shanghai, and pass any correction to the carrier immediately so the carrier's notification stays accurate.
The Battery Regulation phases in the information a battery must carry. The general information label applies from 18 August 2026 (or 18 months after the label-format implementing act, if that comes later), and every battery needs a QR code from 18 February 2027. For EV, light-means-of-transport and industrial batteries above 2 kWh, that QR code must open a battery passport. Where the battery is too small, the label goes on the packaging and documents instead. Stock that leaves Shanghai without these elements cannot simply be relabelled on the quay in Hamburg.
What Anxin does: Before booking we ask the Germany importer to confirm which battery category the goods fall into and that label, QR code and passport data are settled. We check carton and label photos against that answer; we do not certify conformity.
Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Germany requires, and the importer is the one who must check both before the goods are released for sale.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Germany importer. We check that the documents exist and match the goods; we do not assess conformity.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Shanghai filings, the booking with the carrier and the documents for Germany before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Hamburg.

The importer's: name, registered trade name or trade mark and postal address with a contact point, on the battery or, if it is too small, on the packaging or accompanying document.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
