Lithium batteries for El Dekheila go out of Shanghai, where MSA spot-checks battery containers during and after filing. On the way they face a Bab el-Mandeb and Suez passage into the Mediterranean, and they arrive at Alexandria, where the DG manifest is due 48 hours before berthing.

Egyptian customs will not unload a bill of lading without an ACID number. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Photo-verified packing certificate
  • Yangshan / Waigaoqiao export
  • DG manifest 48 h before berthing
  • Onward transport within 7 days
  • ACID number on the B/L

Route profile

The Shanghai → El Dekheila route in brief

Origin port

Shanghai (Yangshan / Waigaoqiao)

Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

5 points to plan for on the Shanghai → El Dekheila route

Listed from loading in Shanghai to import into Egypt, each with what we do about it.

  1. Origin port

Fire-rating proof for Shanghai stuffing warehouses

Under Shanghai MSA's 2024 draft reporting guide, a warehouse stuffing lithium battery dangerous goods must hold fire-department proof of its fire hazard class and fire-resistance rating, and keep its details current on the Shanghai single window, which took over MSA account and site records in 2026.

What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Sea corridor

If the service goes round Africa instead

The 43% of Mediterranean services not using the Red Sea sail round the Cape of Good Hope, then back through Gibraltar. SAMSA estimates about 200 of the 576 containers lost at sea in 2024 went overboard near the Cape, 35% of the year's total.

What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  3. Destination port

A 7-day window for DG boxes

At El Dekheila, DG containers come ashore only with Civil Protection approval and may stay at most 7 days before moving to an outside facility under its supervision; the vessel's DG manifest is due 48 hours before berthing.

What Anxin does: We line up the importer's clearance and haulage before the ship reaches El Dekheila, so the container can leave inside the 7-day window.

  4. Import country

Importers Register status under Decree No. 271 of 2026

Since 22 July 2026 the Importers Register runs under Decree No. 271 of 2026: GOEIC decides within 15 days of a complete file, filing is going online, and foreign-owned companies have a limited, time-bound route in.

What Anxin does: We ask the Egyptian buyer to confirm its Importers Register status before we book the container for El Dekheila.

  5. Import country

CargoX uploads 48 hours before arrival

Egypt puts part of the clearance work on the Chinese exporter: a verified CargoX account and, for sea cargo, invoice, bill of lading, packing list and certificate of origin uploaded at least 48 hours before the ship reaches El Dekheila.

What Anxin does: We check with the shipper in Shanghai that its CargoX account is verified before booking, and remind it to upload the document set as soon as the bill of lading is issued.

Documents & compliance

Documents to line up for Shanghai → El Dekheila

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Shanghai, before the box is loaded

  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • Class 9 placards on all sides; manifest sticker for mixed loads
  • ACID number from the importer, printed on B/L draft, invoice and packing list
  • Shipper's CargoX account verified; documents uploaded 48 h before arrival
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

Carrier and voyage

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

For import into Egypt

  • Clearance and haulage lined up to leave the port within 7 days
  • Broker's power of attorney or Nafeza e-authorisation

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Shanghai export filings, the carrier booking and the Egypt import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Shanghai to El Dekheila

Register and be verified on CargoX, then upload the invoice, bill of lading, packing list and certificate of origin at least 48 hours before the vessel arrives.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
