Lithium batteries for East Port Said go through Yangshan or Waigaoqiao under Shanghai MSA's photo-verified packing rules. On the way they face a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and they arrive at the port of East Port Said.
Egyptian customs will not unload a bill of lading without an ACID number. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Route profile
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.
Egypt's ACI system starts in China: no ACID on the bill of lading means the box is not unloaded.

Where this route gets difficult
Loading port first, then the sea leg, then East Port Said and the Egypt market.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for East Port Said most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to East Port Said uses and name it on the quote, together with any war-risk or emergency surcharge.
Under ACI the foreign exporter, here the Chinese shipper, has to register and be verified on the CargoX platform, and for sea freight must upload the commercial invoice, bill of lading, packing list and certificate of origin at least 48 hours before the vessel arrives. A shipper that has never exported to Egypt needs time to complete that verification.
What Anxin does: We check with the shipper in Shanghai that its CargoX account is verified before booking, and remind it to upload the document set as soon as the bill of lading is issued.
Under Customs Law No. 207 of 2020 and its Executive Regulations, a broker can only clear a private-sector shipment in Egypt with an official power of attorney through the Real Estate Registry or an electronic authorisation on Nafeza. Without it the broker at East Port Said cannot act for the importer, however complete the ACI file is.
What Anxin does: We ask the importer which broker will clear the container and whether its Nafeza authorisation is in place before the ship arrives.
Egypt replaced its Importers Register rules with Ministerial Decree No. 271 of 2026 from 22 July 2026. GOEIC decides on complete applications within 15 days, is moving registration, renewals and data updates online, and now allows time-limited registration for companies below 51% Egyptian ownership. A buyer whose entry has lapsed or is still pending cannot import the goods in its own name.
What Anxin does: We ask the Egyptian buyer to confirm its Importers Register status before we book the container for East Port Said.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Shanghai filings, the booking with the carrier and the documents for Egypt before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at East Port Said.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Post-event spot check finds missing proof | Shanghai MSA | Evidence file kept per container | Shipper with Anxin |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| CargoX documents not uploaded in time | Egyptian Customs (ACI) | Upload reminder when the B/L is issued | Shipper |
Questions
A 19-digit number the Egyptian importer obtains on Nafeza before the shipment departs; it must be on the bill of lading and all shipping documents, or the cargo is not unloaded.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
