What to watch between Shanghai and Sept-Îles: 6 points

  1. Origin port

    Not every Shanghai warehouse can stuff lithium DG

    Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.

    What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Origin port

    Shanghai checks during and after the voyage filing, not just before

    Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  3. Sea corridor

    Panama or Suez: the routing question for Sept-Îles

    The first half of a voyage to Sept-Îles goes either through Panama, where Gatun Lake sets the Neopanamax draft (a planned cut was postponed in September 2026), or through Suez and the Mediterranean, where Mediterranean services used the Red Sea 57% of the time in September 2026.

    What Anxin does: We ask the carrier which routing the service uses and quote the options separately.

  4. Import country

    Release before payment needs security posted in CARM

    Since the CARM transition ended on 20 May 2025, importers without financial security posted in the CARM Client Portal no longer get release prior to payment; they pay duties and taxes when the goods are released. For a first shipment through Sept-Îles, that decides whether goods can leave the terminal before the duty is settled.

    What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

  5. Import country

    IMDG papers work on the road leg, with Canadian conditions

    TDG Regulations s. 9.3 let an international consignment move by road to or from Sept-Îles under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.

    What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

  6. Import country

    Québec's battery recovery obligation

    Québec's producer responsibility regulation covers batteries and battery-containing products. Producers must run a recovery program or join a recognized body such as Call2Recycle Canada before selling them in the province.

    What Anxin does: For goods sold in Québec after landing at Sept-Îles, we ask which recovery program the producer belongs to at quotation.
