What to watch between Shanghai and Saint John: 5 points

Listed from loading in Shanghai to import into Canada, each with what we do about it.

  1. Origin port

    Not every Shanghai warehouse can stuff lithium DG

    Shanghai MSA's 2024 draft reporting guide says warehouses that stuff lithium battery dangerous goods must provide fire-department proof of their fire hazard classification and fire-resistance rating. The site's information must also be up to date on the Shanghai single window, which took over MSA account and site records in 2026.

    What Anxin does: We only propose stuffing sites that can show the fire-safety documents and are on Shanghai MSA's system; if you use your own warehouse, we check this before booking.

  2. Origin port

    Shanghai checks during and after the voyage filing, not just before

    Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration from the stuffing company, but places the burden on the shipper: the batteries must meet the UN tests and be protected against damage, short circuit and accidental activation, and MSA runs spot checks during and after the process, with proof to be produced on request.

    What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.

  3. Sea corridor

    Gatun Lake sets the Neopanamax draft

    How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Saint John can carry.

    What Anxin does: We check the canal advisory in force when we quote for Saint John and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  4. Import country

    eManifest: cargo data 24 hours before loading in Shanghai

    The CBSA requires marine carriers to transmit cargo and conveyance data for containers at least 24 hours before loading at the foreign port, including the estimated loading time. If the data are amended electronically before departure, the 24-hour count starts again from the CBSA's acknowledgement, so a late correction can push a box for Saint John off its vessel.

    What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Shanghai and avoid amendments after the filing.

  5. Import country

    IMDG papers work on the road leg, with Canadian conditions

    TDG Regulations s. 9.3 let an international consignment move by road to or from Saint John under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.

    What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.
