Lithium batteries for Quebec City go from the Yangtze River Delta via Shanghai's Yangshan and Waigaoqiao terminals. On the way they face a long voyage ending in the North Atlantic or the Gulf of St Lawrence, and they arrive at the port of Quebec City.

Canada adds an eManifest that closes 24 hours before loading and a CARM account that decides whether goods are released before duty is paid. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Yangshan / Waigaoqiao export
  • Photo-verified packing certificate
  • eManifest cut-off
  • CARM account
  • Bilingual labels

Route profile

The Shanghai → Quebec City route in brief

Origin port

Shanghai (Yangshan / Waigaoqiao)

Yangshan and Waigaoqiao exports under Shanghai MSA's photo-verified packing system, where a mismatch between photos and EDI data keeps a DG box off the ship.

Import country

Canada

Canada checks the carrier's eManifest before loading, the importer's CARM security at release and, for consumer goods, bilingual labels.

Where this route gets difficult

Where Shanghai → Quebec City shipments get held up: 5 points

Loading port first, then the sea leg, then Quebec City and the Canada market.

  1. Origin port

    Shanghai's photo-verified packing certificate

At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.

What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.

  2. Sea corridor

The St Lawrence icebreaking season, December to May

From December to May the Canadian Coast Guard breaks ice on the Gulf of St Lawrence and the river, and ships must clear with ECAREG CANADA 24 hours before entering, giving their ice class. Whether a winter sailing reaches Quebec City on time depends on the ship's ice capability and icebreaker routing.

What Anxin does: For December–May arrivals we ask the carrier whether the vessel or feeder serving Quebec City is ice-classed and build slack into delivery.

  3. Import country

CARM: no posted security, no release before payment

The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Quebec City has to settle this before the first container lands.

What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

  4. Import country

    Québec's battery recovery obligation

Québec's producer responsibility regulation covers batteries and battery-containing products. Producers must run a recovery program or join a recognized body such as Call2Recycle Canada before selling them in the province.

What Anxin does: For goods sold in Québec after landing at Quebec City, we ask which recovery program the producer belongs to at quotation.

  5. Import country

English and French on consumer labels

Canada's consumer packaging rules require most mandatory label information on prepackaged consumer products in both English and French. Only the dealer's name and address may be in one language, and imported goods that do not state their origin need 'imported by / importé par' before it.

What Anxin does: For retail-packed goods going to Quebec City, we check the carton and retail-box artwork for the bilingual text before production is packed.

Documents & compliance

Documents to line up for Shanghai → Quebec City

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Shanghai end

  • Stuffing photos (before, during, after) uploaded to Shanghai MSA's remote system before the EDI packing certificate is sent
  • Stuffing site registered and geo-verified with Shanghai MSA; fire-safety proof for lithium DG warehouses
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the carrier and the voyage

  • In winter: ice capability of the vessel or feeder serving the port confirmed
  • Final cargo data with the carrier before the eManifest cut-off; no amendments after filing
  • UN 38.3 test summary for every cell and battery type

For the importer in Canada

  • Importer's CARM account and release-prior-to-payment security confirmed
  • English DG documents with a 24-hour number for the Canadian road leg

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Shanghai filings, the booking with the carrier and the documents for Canada before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Quebec City.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Shanghai → Quebec City: questions we are asked

Yes. TDG s. 9.3 allows IMDG documentation and marks for an international consignment going to or from a port, provided the document is legible in English or French and carries a 24-hour number.

NOAA's storm study found hurricane-force winter storms from October to April, most often in January.

It can, but Shanghai MSA checks the phone location of the packing photos against a verified stuffing site, and sites outside Shanghai must be registered with it. We confirm registration before the stuffing date; otherwise the container can be refused for loading.
