Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Port Coquitlam and at customs in Canada.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
From Shanghai the drawn corridor to Port Coquitlam runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.
What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.
Canada's consumer packaging rules require most mandatory label information on prepackaged consumer products in both English and French. Only the dealer's name and address may be in one language, and imported goods that do not state their origin need 'imported by / importé par' before it.
What Anxin does: For retail-packed goods going to Port Coquitlam, we check the carton and retail-box artwork for the bilingual text before production is packed.
Dangerous goods moving within the Port of Vancouver, which includes Port Coquitlam, need pre-notification to the port authority and other agencies, and acceptance applications are made on the Pacific Gateway Portal. Late or inconsistent DG data holds up that step.
What Anxin does: We give the carrier and its agent the complete DG data for Port Coquitlam early enough for the port authority's acceptance process, and pass the same data to the consignee's trucker.
Battery-containing products, portable power stations and replacement batteries sold in British Columbia fall under a new EPR category: plans are due by 15 December 2026 and programs must operate by 1 October 2027. For goods landed at Port Coquitlam, whoever counts as the producer has to be ready.
What Anxin does: For goods sold in British Columbia after landing at Port Coquitlam, we flag the 2026 plan deadline to the importer so the brand owner's EPR membership is settled before the program starts.

At least 24 hours before loading in China. If the data are amended electronically before the ship sails, the 24 hours restart from the CBSA's acknowledgement.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Shanghai MSA's Notice No. 4 of 2024 accepts either an inspector-signed packing certificate or a packing declaration issued by the stuffing company. Either way, the shipper remains responsible and must provide proof if MSA spot-checks.
