Where this route gets difficult
Loading port first, then the sea leg, then Mongla and the Bangladesh market.
Shanghai MSA's Notice No. 4 of 2024 lets the shipper use either an inspector-signed packing certificate or a packing declaration from the stuffing company, but the responsibility stays with the shipper: UN-tested batteries, protected against damage, short circuit and accidental activation. MSA spot-checks during and after the process and can ask for proof.
What Anxin does: We keep a file per container (UN38.3 summary, SDS, packing photos, terminal protection details) so that proof can be produced the same day if Shanghai MSA asks for it after sailing.
At Shanghai the packing inspector must upload photos taken before, during and after stuffing through the MSA's remote system, with face recognition and phone location on, before the electronic packing certificate goes out by EDI. A container is not loaded if the photos are missing, uploaded late, taken outside the verified stuffing site, or do not match the EDI cargo data. Stuffing sites outside Shanghai must be registered with Shanghai MSA.
What Anxin does: We confirm that the stuffing site (including factory sites in Jiangsu or Zhejiang) is registered for Shanghai's remote system, and we check the photo upload against the EDI data before the packing certificate is sent.
The India Meteorological Department recognises two cyclone seasons in the North Indian Ocean, April to May and, the main one, October to December. A storm near Mongla closes the port or holds ships at anchor, and the arrival slips accordingly.
What Anxin does: For sailings in those months we plan delivery with slack at Mongla and confirm the carrier's revised arrival before booking onward transport.
Bangladesh requires a Navy no-objection certificate before dangerous goods are unloaded, backed by the documents listed by the National Board of Revenue. A battery container for Mongla whose papers are incomplete can stay on board or wait at anchor.
What Anxin does: We send the carrier and consignee the DG declaration, safety data sheet and packing certificate before sailing, so the NOC application for Mongla can be made early.
Mongla takes container vessels of about 7.5 m draft; dredging to 9.5-10 m is targeted for December 2029. Boxes for Mongla normally come on feeders, and the relay port has to accept the batteries too.
What Anxin does: We confirm the feeder routing to Mongla and check that DG acceptance covers every vessel.

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Shanghai filings, the carrier booking and the Bangladesh import file. We check the three against each other before the booking is confirmed.
