Lithium batteries for Chan May go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face a Southeast Asian sea passage with no canal on the way, and they arrive at the port of Chan May.
On the Vietnamese side the manifest deadline is short and importers carry an EPR obligation for batteries. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
A Southeast Asian sea route with no canal: typhoons from summer to autumn, the north-east monsoon from November to March, and relays through Singapore or other hubs for smaller ports.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Chan May and the Vietnam import file.
Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Chan May the risk is less the sea passage than a port closure in Qingdao or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Since 15 August 2025, Decree 167/2025 requires the e-manifest, bill of lading data and dangerous goods declaration to reach Vietnam Customs 12 hours before the ship arrives when the voyage is shorter than five days, or 24 hours before on longer voyages. From Qingdao the short limit usually applies, so the DG data must be final at booking.
What Anxin does: We send the carrier the full DG description with the booking, so the Vietnamese filing can go in on time without corrections.
Vietnam checks lithium batteries for phones, tablets and laptops against QCVN 101: inspection registration, testing and a declaration of conformity are needed before sale. Importers receiving them at Chan May should start early.
What Anxin does: For consumer batteries we ask the importer to start the QCVN 101 registration before the goods leave Qingdao, using test data from the manufacturer.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the Vietnam import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Typhoon closes a port; the box moves to a later vessel | Southeast Asian ports, Jul-Oct | Back-up vessel with DG acceptance; prompt refiling | Anxin with the carrier |
| Container held for a late or corrected DG declaration | Vietnamese port of discharge | DG data final at booking | Carrier, with data from Anxin |
Questions
Producers and importers, who must recycle or contribute to the Vietnam Environment Protection Fund under Decree 05/2025.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
