This route runs from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment, then follows a Southeast Asian sea passage with no canal on the way; at the far end is the port of Cat Lai.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Cat Lai and at customs in Vietnam.
Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
The Japan Meteorological Agency counts an average of 25.1 typhoons a year in the western North Pacific, most of them in August and September. On the run to Cat Lai a storm can shut the loading port in China or the discharge port for a day or more, and the dangerous goods filings then have to follow the box to its next vessel.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Decree 05/2025 keeps batteries under Vietnam's extended producer responsibility rules. Importers, like producers, must either recycle the batteries they place on the market or pay into the Vietnam Environment Protection Fund.
What Anxin does: At quotation we remind the importer at Cat Lai that the EPR obligation follows the goods, so it can register the volumes it imports.
Cat Lai, Ho Chi Minh City's main container terminal, often ran at around 85% yard utilisation in 2026, with long truck queues at the gates. A DG container waiting for a truck slot is a container waiting in a crowded yard.
What Anxin does: We ask the consignee to book its truck for Cat Lai before the vessel arrives, so the battery container is collected soon after release.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Vietnam before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Cat Lai.
