Lithium batteries for Washington DC go through Qingdao's Qianwan terminals. On the way they face a Panama Canal corridor whose draft limit depends on Gatun Lake, and they arrive at the port of Washington DC.
The United States applies Section 301 and UFLPA scrutiny to Chinese lithium batteries and wants its manifest data before loading. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
Listed from loading in Qingdao to import into United States, each with what we do about it.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
The Atlantic hurricane season, covering the Caribbean and the Gulf of America, runs from 1 June to 30 November, peaking around 10 September, with an average of 14 named storms. Ports on the way to Washington DC close ahead of storms, and ships wait or divert.
What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.
Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Qingdao (19 CFR 4.7). CBP does not issue the permit to unlade at Washington DC until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.
What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Qingdao, so the AMS filing and the DG manifest say the same thing.
A container landed at Washington DC without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Washington DC, and chase any missing invoice or HTS detail while the ship is still at sea.
Since 8 July 2026, importers of consumer products that are subject to a CPSC certification requirement must electronically file the certificate data at entry; goods entered from a Foreign Trade Zone follow on 8 January 2027. Whether a battery-powered product is caught depends on the rules that apply to that product, not on the battery alone.
What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Questions
Yes. Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
