Lithium batteries for Valdez go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face the open North Pacific, where weather is the main risk, and they arrive at the port of Valdez.

Where this route gets difficult

Where Qingdao → Valdez shipments get held up: 5 points

They run from the Qingdao terminal through the voyage to Valdez and the United States import file.

  1. Origin port

    Qingdao's fog season runs April to July

    The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.

    What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  2. Sea corridor

    An open-ocean crossing where weather is the main risk

    From Qingdao the drawn corridor to Valdez runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.

    What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  3. Import country

    The carrier's AMS manifest is due 24 hours before loading

    Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Qingdao (19 CFR 4.7). CBP does not issue the permit to unlade at Valdez until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

    What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Qingdao, so the AMS filing and the DG manifest say the same thing.

  4. Import country

    The ISF deadline falls before the box is loaded

    CBP must have the Importer Security Filing 24 hours before the container is laden in Qingdao, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.

    What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Qingdao, ahead of the vessel's loading window.

  5. Import country

    A US-only carton mark for SP188 shipments

    Packages of UN3480 or UN3090 moving under IMDG special provision 188 skip the DG declaration at sea, yet 49 CFR 171.25(b)(3) still wants the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' mark or a Cargo Aircraft Only label on each one, and on packages of batteries with or in equipment over 5 kg net.

    What Anxin does: When the shipper declares SP188 for a Valdez booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

Documents & compliance

Checklist for Qingdao → Valdez

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Questions about shipping from Qingdao to Valdez

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
