Lithium batteries for Trenton go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face a long voyage ending in the North Atlantic or the Gulf of St Lawrence, and they arrive at the port of Trenton.

US entry is decided as much by paperwork filed in China as by anything at the port. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Qianwan export
  • One-document pilot
  • ISF filer
  • Supply-chain tracing file
  • HTS code 8507.60

Route profile

How Qingdao → Trenton differs from other lanes

Origin port

Qingdao (Qianwan)

Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.

Sea corridor

Asia – Atlantic Canada, the St Lawrence and the North Atlantic

A final leg through North Atlantic or St Lawrence waters, with ice from December to May and winter storms that peak in January.

Where this route gets difficult

5 points to plan for on the Qingdao → Trenton route

Loading port first, then the sea leg, then Trenton and the United States market.

  1. Origin port

Qingdao's fog season runs April to July

The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.

What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  2. Sea corridor

January is the peak of North Atlantic winter storms

NOAA's Ocean Prediction Center has logged hurricane-force mid-latitude storms in the North Atlantic from October to April, most frequently in January, on the last leg of the voyage to Trenton.

What Anxin does: For winter sailings we check blocking and bracing on stuffing photos before sealing.

  3. Import country

A monitored US emergency number for the truck leg

The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Trenton, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  4. Import country

UFLPA: lithium became a high-priority sector in August 2025

DHS added lithium to the Uyghur Forced Labor Prevention Act high-priority sectors in August 2025. By then CBP had stopped more than 16,700 shipments for UFLPA examination. For battery importers the practical effect is that CBP can ask where cells, cathode and lithium compounds came from, and a shipment waits while the importer answers.

What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  5. Import country

Demurrage and detention invoices must follow FMC rules

Battery containers held for DG checks or paperwork can run up demurrage and detention at Trenton. Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.

What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Documents & compliance

Checklist for Qingdao → Trenton

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Qingdao

  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)

Carrier and voyage

  • In winter: ice capability of the vessel or feeder serving the port confirmed
  • SP188 cartons: US 'forbidden aboard passenger aircraft' marking or CAO label
  • UN 38.3 test summary for every cell and battery type

For import into United States

  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request
  • Importer of record and the licensed customs broker who will file the entry
  • ISF filer named; stuffing location and consolidator sent right after packing

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
