From Qingdao to Tacoma, cargo moves out of Qingdao on the Yellow Sea, crosses a North Pacific crossing with no chokepoint but real winter-storm exposure, and is discharged at the port of Tacoma.

The US side adds a 25% Section 301 duty line, forced-labour scrutiny of lithium supply chains and an ISF deadline that falls before loading. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Fog season Apr–Jul
  • Qianwan export
  • ISF filer
  • Supply-chain tracing file

Route profile

The Qingdao → Tacoma route in brief

Origin port

Qingdao (Qianwan)

Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.

Sea corridor

Where this route gets difficult

Where Qingdao → Tacoma shipments get held up: 5 points

Loading port first, then the sea leg, then Tacoma and the United States market.

  1. Origin port

Energy-storage systems follow Shandong's own ESS guide

Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.

What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  2. Sea corridor

Hurricane-force winter storms, October to April

NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.

What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  3. Import country

A monitored US emergency number for the truck leg

The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Tacoma, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  4. Import country

Washington battery stewardship starts in 2027

From 1 January 2027 producers selling covered batteries or battery-containing products in or into Washington must be in an approved stewardship plan through a battery stewardship organization, or they may not sell there (RCW 70A.555). From 1 July 2027 retailers may not stock portable batteries unless the producer certifies it participates.

What Anxin does: When cargo through Tacoma is sold in Washington, we flag the 2027 stewardship requirement to the importer at quotation so that retailer certification is in place in time.

  5. Import country

Button and coin cells: Reese's Law

Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.

What Anxin does: When a shipment for Tacoma includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

Documents & compliance

Checklist for Qingdao → Tacoma

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

In Qingdao, before the box is loaded

  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the carrier and the voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

At the United States end

  • 24-hour emergency response number (and provider reference) for the US road leg
  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request
  • CPSC certificate data and eFiling arrangement, if the product is subject to certification

Match the details first

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Tacoma.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Qingdao to Tacoma

Yes. Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
