Where this route gets difficult

Where Qingdao → Richmond (Virginia) shipments get held up: 5 points

Loading port first, then the sea leg, then Richmond (Virginia) and the United States market.

  1. Origin port

Qingdao's fog season runs April to July

The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.

What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  2. Sea corridor

The Caribbean leg runs through hurricane country

After the canal, ships to Richmond (Virginia) cross the Caribbean, where the Atlantic hurricane season lasts from 1 June to 30 November and peaks around 10 September; an average year brings 14 named storms and 7 hurricanes. Ports close ahead of a storm and vessels wait or divert.

What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.

  3. Import country

The emergency response number has to be answered live

US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Richmond (Virginia) by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  4. Import country

Unentered battery containers go to General Order after 15 days

A container landed at Richmond (Virginia) without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Richmond (Virginia), and chase any missing invoice or HTS detail while the ship is still at sea.

  5. Import country

Demurrage and detention invoices must follow FMC rules

Battery containers held for DG checks or paperwork can run up demurrage and detention at Richmond (Virginia). Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.

What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Questions

Common questions on the Qingdao → Richmond (Virginia) route

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.

Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
