Where this route gets difficult

Where Qingdao → New Orleans shipments get held up: 5 points

In the order the cargo meets them: at the loading port, at sea, at New Orleans and at customs in United States.

  1. Origin port

    Moving between Qingdao terminals should not mean filing twice

    Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Sea corridor

    Gatun Lake sets the Neopanamax draft

    How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for New Orleans can carry.

    What Anxin does: We check the canal advisory in force when we quote for New Orleans and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  3. Import country

    AMS: the manifest CBP sees before the ship leaves Qingdao

    Under 19 CFR 4.7 the carrier's cargo declaration must be in CBP's Automated Manifest System 24 hours before loading abroad. Without it, or with inaccurate data, the permit to unlade the container at New Orleans can be delayed or refused.

    What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Qingdao, so the AMS filing and the DG manifest say the same thing.

  4. Import country

    Unentered battery containers go to General Order after 15 days

    A container landed at New Orleans without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

    What Anxin does: We check with the importer's broker that the entry can be filed before arrival at New Orleans, and chase any missing invoice or HTS detail while the ship is still at sea.

  5. Import country

    The FMC's 30-day rules on demurrage and detention bills

    If a battery container waits at New Orleans, the demurrage or detention invoice has to arrive within 30 days and carry accurate and sufficient information, or the charge is not owed (46 CFR part 541). The billed party then has at least 30 days to dispute it; in 2025 the D.C. Circuit struck down only the rule on who may be invoiced.

    What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.
