From Qingdao to Los Angeles, cargo moves out of Qingdao on the Yellow Sea, crosses a great-circle crossing of the North Pacific, and is discharged at Terminal Island, where a single overturned battery truck closed four terminals in 2024 and the first road move is already a US hazmat shipment.

The US side starts with two filings due before loading and ends with a road leg that must carry a live emergency number. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Fog season Apr–Jul
  • Qianwan export
  • HTS code 8507.60
  • ISF filer
  • Supply-chain tracing file

Route profile

The Qingdao → Los Angeles route in brief

Origin port

Qingdao (Qianwan)

Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.

Import country

United States

From ISF and AMS in China to a monitored emergency number on the US truck leg, with Section 301 and UFLPA shaping what arrives.

Where this route gets difficult

5 points to plan for on the Qingdao → Los Angeles route

Loading port first, then the sea leg, then Los Angeles and the United States market.

  1. Origin port

Energy-storage systems follow Shandong's own ESS guide

Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.

What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  2. Sea corridor

An open-ocean crossing where weather is the main risk

From Qingdao the drawn corridor to Los Angeles runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.

What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  3. Destination port

One battery incident can shut several terminals

In September 2024 an overturned tractor-trailer carrying lithium batteries caught fire on Terminal Island. APM Terminals, Fenix Marine, Everport and Yusen Terminals stayed closed the next day while fire, hazmat and police crews responded; the fire department expected the fire to last another 24 to 48 hours and rail access was limited. Battery cargo is watched closely here, and correctly declared, well-secured loads are what keep it moving.

What Anxin does: We check packing and securing photos for battery loads bound for Los Angeles before the container is closed, and make sure the declared UN number and packaging match what is in the box.

  4. Import country

Where the lithium came from: UFLPA questions at entry

Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Los Angeles can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.

What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  5. Import country

    A US-only carton mark for SP188 shipments

Packages of UN3480 or UN3090 moving under IMDG special provision 188 skip the DG declaration at sea, yet 49 CFR 171.25(b)(3) still wants the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' mark or a Cargo Aircraft Only label on each one, and on packages of batteries with or in equipment over 5 kg net.

What Anxin does: When the shipper declares SP188 for a Los Angeles booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

Documents & compliance

Documents to line up for Qingdao → Los Angeles

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Qingdao end

  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the shipping line

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in United States

  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request
  • CPSC certificate data and eFiling arrangement, if the product is subject to certification
  • 24-hour emergency response number (and provider reference) for the US road leg

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Qingdao to Los Angeles

The road move is a US hazardous materials shipment. Under 49 CFR 171.25 the cargo can keep its IMDG packaging and marks, but the trucker needs shipping papers and placards that meet part 172 subparts C and F, and highway moves follow part 177. We send those details to the importer's trucker before collection.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
