From Qingdao to Fall River, cargo moves from Shandong through Qingdao's Qianwan terminals, crosses a Pacific crossing and a Panama Canal transit, and is discharged at the port of Fall River.

The United States applies Section 301 and UFLPA scrutiny to Chinese lithium batteries and wants its manifest data before loading. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Fog season Apr–Jul
  • Qianwan export
  • ISF filer
  • Supply-chain tracing file
  • HTS code 8507.60

Route profile

How Qingdao → Fall River differs from other lanes

Origin port

Qingdao (Qianwan)

Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.

Sea corridor

Asia – Americas via the Panama Canal

A Panama Canal corridor whose Neopanamax draft depends on Gatun Lake levels, followed by the Caribbean during hurricane season.

Where this route gets difficult

What to watch between Qingdao and Fall River: 6 points

Loading port first, then the sea leg, then Fall River and the United States market.

  1. Origin port

    Qingdao fog, April to July

The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.

What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  2. Origin port

    Shandong's provincial guide for ESS

ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  3. Sea corridor

Gatun Lake sets the Neopanamax draft

How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Fall River can carry.

What Anxin does: We check the canal advisory in force when we quote for Fall River and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  4. Import country

UFLPA: lithium became a high-priority sector in August 2025

DHS added lithium to the Uyghur Forced Labor Prevention Act high-priority sectors in August 2025. By then CBP had stopped more than 16,700 shipments for UFLPA examination. For battery importers the practical effect is that CBP can ask where cells, cathode and lithium compounds came from, and a shipment waits while the importer answers.

What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  5. Import country

Day 15 at the terminal: the General Order deadline

US customs rules give an unentered container 15 calendar days at the place of unlading. After that the carrier hands it to a bonded general order warehouse, with transport and storage at the consignee's risk and expense, and for DG cargo that needs specialized storage the port director decides where it is kept (19 CFR 4.37).

What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Fall River, and chase any missing invoice or HTS detail while the ship is still at sea.

  6. Import country

'China' has to be marked on each article or its container

19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Fall River without it can be held until they are marked.

What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Qingdao, rather than leaving it for re-marking in a US warehouse.

Documents & compliance

Documents to line up for Qingdao → Fall River

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Qingdao end

  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the carrier and the voyage

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • SP188 cartons: US 'forbidden aboard passenger aircraft' marking or CAO label

At the United States end

  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request
  • 24-hour emergency response number (and provider reference) for the US road leg
  • Importer of record and the licensed customs broker who will file the entry

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Fall River.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Qingdao → Fall River route

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
