Lithium batteries for Detroit go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face a corridor into Atlantic Canada's waters, and they arrive at the port of Detroit.

Where this route gets difficult

6 pain points from Qingdao to Detroit

They run from the Qingdao terminal through the voyage to Detroit and the United States import file.

  1. Origin port

    One filing for transhipment between Qingdao terminals

    Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Origin port

    Shandong's provincial guide for ESS

    ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

    What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  3. Sea corridor

    Panama draft or Suez routing decides the first half

    Services to Detroit run either via Panama, where the Neopanamax draft depends on Gatun Lake (a planned cut was postponed in September 2026), or via Suez and the Mediterranean, where Mediterranean services used the Red Sea 57% of the time in September 2026.

    What Anxin does: We ask the carrier which routing the service uses and quote the options separately.

  4. Import country

    Section 301 at 25% on lithium-ion non-EV batteries from January 2026

    USTR's 2024 review moved lithium-ion batteries of HTSUS 8507.60.0020 (the 'other', non-passenger-EV line) from a 7.5% to a 25% additional duty for entries from 1 January 2026; EV traction batteries under 8507.60.0010 reached 25% in 2024. Other China-specific duties can stack on top and change with little notice, so the landed cost depends on the exact classification and entry date.

    What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.

  5. Import country

    Unentered battery containers go to General Order after 15 days

    A container landed at Detroit without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

    What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Detroit, and chase any missing invoice or HTS detail while the ship is still at sea.

  6. Import country

    CPSC eFiling for certified consumer products

    Consumer products that need a CPSC certificate have had their certificate data filed electronically at entry since 8 July 2026 (goods from a Foreign Trade Zone from 8 January 2027). A battery-powered product falls under it through the product's own rules, which the importer should settle before the goods reach Detroit.

    What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

Documents & compliance

Checklist for Qingdao → Detroit
