From Qingdao to Cleveland, cargo moves from Shandong through Qingdao's Qianwan terminals, crosses a long voyage ending in the North Atlantic or the Gulf of St Lawrence, and is discharged at the port of Cleveland.
The United States applies Section 301 and UFLPA scrutiny to Chinese lithium batteries and wants its manifest data before loading. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult

ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
The Atlantic hurricane season runs from 1 June to 30 November, peaking around 10 September, with most activity from mid-August to mid-October.
What Anxin does: For August–October arrivals we plan slack and pass the carrier's revised arrival to your consignee.
US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Cleveland by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Cleveland can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.
What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.
CBP must have the Importer Security Filing 24 hours before the container is laden in Qingdao, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.
What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Qingdao, ahead of the vessel's loading window.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Questions
Yes. Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.
Rarely. The Seaway's maximum draft in the Montreal–Lake Ontario section is 8.00 m and it closes in winter (target 5 January 2027 for the 2026 season), so containers usually leave the ocean vessel at a coastal port and continue by smaller ship, rail or truck.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
