This route runs through Qingdao's Qianwan terminals, then follows the Pacific, the Panama Canal and the Caribbean; at the far end is the port of Bucksport.
US entry is decided as much by paperwork filed in China as by anything at the port. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
A duty line set by the exact 8507.60 code, lithium supply-chain questions under UFLPA, and ISF and AMS filings that are due before the box is loaded.

Where this route gets difficult
Loading port first, then the sea leg, then Bucksport and the United States market.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
The Atlantic hurricane season, covering the Caribbean and the Gulf of America, runs from 1 June to 30 November, peaking around 10 September, with an average of 14 named storms. Ports on the way to Bucksport close ahead of storms, and ships wait or divert.
What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.
Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Qingdao (19 CFR 4.7). CBP does not issue the permit to unlade at Bucksport until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.
What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Qingdao, so the AMS filing and the DG manifest say the same thing.
US importers, like manufacturers and retailers, must tell CPSC within 24 hours once they have information reasonably suggesting that a consumer product fails a safety rule or has a defect that could create a substantial hazard. Battery overheating reports from customers can trigger that duty, and CPSC expects any investigation to take no more than about 10 working days.
What Anxin does: We keep the manufacturer's batch records, UN 38.3 summaries and packing photos for each shipment to Bucksport, so the importer can answer CPSC questions quickly.
Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.
What Anxin does: When a shipment for Bucksport includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the United States import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Hurricane closes ports or diverts the vessel | Caribbean / Gulf, Jun–Nov | Slack in delivery plan | Carrier / consignee |
| Permit to unlade delayed for a late or inaccurate AMS manifest | Port of discharge | Final cargo data given to the carrier before the cut-off | Carrier / NVOCC, with data from Anxin |
Questions
Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
