Lithium batteries for Baton Rouge go through Qingdao's Qianwan terminals. On the way they face a Pacific crossing and a Panama Canal transit, and they arrive at the port of Baton Rouge.

US entry is decided as much by paperwork filed in China as by anything at the port. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • One-document pilot
  • Fog season Apr–Jul
  • HTS code 8507.60
  • ISF filer
  • Supply-chain tracing file

Where this route gets difficult

Where Qingdao → Baton Rouge shipments get held up: 6 points

They run from the Qingdao terminal through the voyage to Baton Rouge and the United States import file.

  1. Origin port

    Shandong's provincial guide for ESS

ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  2. Origin port

    Qingdao fog, April to July

The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.

What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  3. Sea corridor

Gatun Lake sets the Neopanamax draft

How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Baton Rouge can carry.

What Anxin does: We check the canal advisory in force when we quote for Baton Rouge and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  4. Import country

The carrier's AMS manifest is due 24 hours before loading

Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Qingdao (19 CFR 4.7). CBP does not issue the permit to unlade at Baton Rouge until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Qingdao, so the AMS filing and the DG manifest say the same thing.

  5. Import country

CPSC certificate data now filed at entry

Since 8 July 2026, importers of consumer products that are subject to a CPSC certification requirement must electronically file the certificate data at entry; goods entered from a Foreign Trade Zone follow on 8 January 2027. Whether a battery-powered product is caught depends on the rules that apply to that product, not on the battery alone.

What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

  6. Import country

ISF closes 24 hours before loading in Qingdao

The Importer Security Filing must reach CBP no later than 24 hours before the container is laden aboard the vessel abroad. CBP's liquidated damages guidelines provide for a claim per violation for late, inaccurate or incomplete filings. Two of the data elements, the container stuffing location and the consolidator, only exist once the box is packed.

What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Qingdao, ahead of the vessel's loading window.

  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos

Carrier and voyage

  • Canal routing and any canal-related surcharge confirmed for the booked vessel

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Baton Rouge.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
