Lithium batteries for Bainbridge go through Qingdao's Qianwan terminals. On the way they face a Pacific crossing and a Panama Canal transit, and they arrive at the port of Bainbridge.
US entry is decided as much by paperwork filed in China as by anything at the port. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
A duty line set by the exact 8507.60 code, lithium supply-chain questions under UFLPA, and ISF and AMS filings that are due before the box is loaded.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Bainbridge and the United States import file.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
NOAA's Ocean Prediction Center has recorded hurricane-force North Pacific storms in every month from October to April, most often in December. The Pacific leg to Panama crosses that ocean.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing.
The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Bainbridge, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
CBP must have the Importer Security Filing 24 hours before the container is laden in Qingdao, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.
What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Qingdao, ahead of the vessel's loading window.
19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Bainbridge without it can be held until they are marked.
What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Qingdao, rather than leaving it for re-marking in a US warehouse.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the United States import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Late or inaccurate ISF | Before loading abroad | Stuffing and consolidator data sent to the ISF filer immediately after packing | Anxin with the ISF filer |
| Truck stopped without a monitored emergency number | Road leg from the port | Emergency response provider confirmed before sailing | Importer, checked by Anxin |
Questions
No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
