Where this route gets difficult

Where Qingdao → Jebel Ali shipments get held up: 5 points

In the order the cargo meets them: at the loading port, at sea, at Jebel Ali and at customs in United Arab Emirates.

  1. Origin port

    Moving between Qingdao terminals should not mean filing twice

    Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Sea corridor

    Every Gulf call passes a SEVERE-rated Hormuz

    Jebel Ali lies inside the Gulf, so the ship has to pass Hormuz, which the JMIC rated SEVERE on 24 September 2026 after attacks on 21–23 September that killed a crew member on the CAPE DAO. Transits remain well under the 2025 average of about 138 a day, and the US blockade of Iranian ports brings visit-and-search checks for neutral ships.

    What Anxin does: We ask each carrier whether it is currently calling at Jebel Ali, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  3. Destination port

    Unclaimed hazardous cargo is at risk after one month

    The DP World UAE tariff allows unclaimed or abandoned cargo to be disposed of, including by public auction, and the period for cargo containing hazardous material is one month, shorter than the three months for ordinary containers. A battery container that lands before the consignee's clearance papers are ready has little room.

    What Anxin does: We confirm the consignee and its clearing agent at Jebel Ali before loading, and track the container until it is collected.

  4. Import country

    Item-level HS codes and a chamber-approved origin certificate

    To collect the delivery order and clear goods in the UAE, the consignee submits the commercial invoice, a certificate of origin approved by the chamber of commerce in the country of origin, a packing list showing weight, packing method and the HS code of every item, and the bill of entry. A packing list without per-item HS codes is incomplete.

    What Anxin does: We prepare the packing list with an HS code, weight and packing method on every line and have the certificate of origin issued through a Chinese chamber of commerce before the ship reaches Jebel Ali.

  5. Import country

    Mainland or free zone: the licence has to fit

    A UAE import is tied to a trade licence: mainland imports need a licence from the emirate's Department of Economic Development, while a free zone licence covers that free zone only. The consignee on the bill of lading for Jebel Ali has to hold the licence that matches the goods' destination.

    What Anxin does: We check at booking which entity is the consignee, in which emirate or free zone it is licensed, and whether the cargo is for the free zone or the mainland, and put that entity on the bill of lading.
