This route runs through Qingdao's Qianwan terminals, then follows a Bab el-Mandeb and Suez passage into the Mediterranean; at the far end is the port of Izmir.
Türkiye wants the entry summary declaration 24 hours before the container is loaded in China. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Izmir and the Turkey import file.
Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Izmir most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Izmir uses and name it on the quote, together with any war-risk or emergency surcharge.
Türkiye links battery imports to waste collection: the importer joins TAP, with a board decision within 30 days, and only then requests the environmental compliance permit through TAREKS.
What Anxin does: Before booking we ask the Turkish importer for its TAP membership and permit status, so a first-time importer starts the 30-day process before the goods leave Qingdao.
Türkiye applies its own advance filing: for containerised sea cargo the entry summary declaration (özet beyan) must reach the customs office where the goods will be discharged at least 24 hours before the container is loaded at the departure port. The carrier must make sure third-party filers meet the deadline, so incomplete data at Qingdao can keep the box off the ship.
What Anxin does: We give the carrier or filer the consignee details, HS-level description and DG data at booking, well before the Qingdao cut-off.
Turkish rules forbid distributors from selling battery brands that are not covered by a collection system, and require them to take back waste batteries free of charge. A brand shipped to Izmir before its importer has joined the system can end up unsellable in Turkish retail.
What Anxin does: We ask the importer to confirm the brand is registered in its collection system before the first shipment leaves Qingdao.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Turkey before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Izmir.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Entry summary late and the box is not loaded | Loading port, Qingdao | Filing data passed at booking | Carrier / filer |
| Importer not in a collection system; no environmental permit | Turkish importer | TAP and permit status checked before booking | Importer |
Questions
Yes. Under Communiqué 2017/15 battery imports go through a risk-based TAREKS inspection before the customs declaration is registered.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
