This route runs from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment, then follows a Southeast Asian sea passage with no canal on the way; at the far end is the port of Laem Chabang.
Thailand adds a TISI licence under TIS 2217 for lithium batteries imported for sale. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
A TISI licence for lithium batteries sold in Thailand, an e-Customs manifest 24 hours before arrival, and river limits at Bangkok Port.

Where this route gets difficult
Loading port first, then the sea leg, then Laem Chabang and the Thailand market.
Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Laem Chabang the risk is less the sea passage than a port closure in Qingdao or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Thailand treats lithium-ion batteries for portable applications as a mandatory-standard product (TIS 2217-2548). Importing them into Laem Chabang for sale needs a TISI licence held by the importer, matched to the models shipped.
What Anxin does: Before booking we ask the Thai importer for its TISI licence and check that the models in the shipment are the ones it covers.
Thai Customs wants the master sea cargo manifest in e-Customs at least 24 hours before the vessel arrives at Laem Chabang. The route from Qingdao is short, so the manifest data, including the DG description, has to be final soon after sailing.
What Anxin does: We send the carrier final cargo and DG details before departure from Qingdao, so the Thai manifest does not have to be corrected after filing.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the Thailand import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Typhoon closes a port; the box moves to a later vessel | Southeast Asian ports, Jul-Oct | Back-up vessel with DG acceptance; prompt refiling | Anxin with the carrier |
| Batteries stopped at clearance without a TISI licence | Thai port of discharge | Licence checked before booking | Importer |
Questions
At least 24 hours before the vessel arrives, through Thai e-Customs.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
