This route runs through Qingdao's Qianwan terminals, then follows a Suez-or-Cape voyage that ends with the Danish straits and the Baltic; at the far end is the port of Helsingborg.
The Swedish side adds the Naturvårdsverket register to the EU battery rules. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.
Naturvårdsverket registration under Ordinance 2025:813 since 1 January 2026, plus EU duties from CE marking to ADR on the road leg.

Where this route gets difficult
Listed from loading in Qingdao to import into Sweden, each with what we do about it.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
Because Helsingborg is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
The importer in Sweden carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Sweden asks for, have both been required since 18 August 2024 for batteries entering the EU market.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Sweden importer. We check that the documents exist and match the goods; we do not assess conformity.
Road delivery from Helsingborg is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Sweden haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Qingdao.
Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Sweden increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Sweden we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Sweden before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Helsingborg.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Emissions surcharge changes between quote and sailing | EU port call | Surcharge shown as a separate line | Carrier, checked by Anxin |
| Declaration of conformity missing or not in the required language | Importer in Sweden | Declaration and CE photo collected before loading | Manufacturer / importer |
| Road route planned through a category E tunnel | Road leg from Helsingborg | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
Questions
Yes. Since 1 January 2026 producers, which includes importers placing batteries on the Swedish market, must be registered with Naturvårdsverket under Ordinance 2025:813.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
