From Qingdao to Hambantota, cargo moves through Qingdao's Qianwan terminals, crosses the Malacca Strait and then the Indian Ocean, and is discharged at the port of Hambantota.
On the Sri Lankan side the manifest is filed in ASYHUB and the CusDec is digitally signed. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Route profile

ASYHUB for the manifest, a digitally signed CusDec and careful classification.

Where this route gets difficult
They run from the Qingdao terminal through the voyage to Hambantota and the Sri Lanka import file.
Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
India's southwest monsoon runs from June to September, with rough seas across the Arabian Sea and Bay of Bengal. Rough seas are hard on poorly braced loads.
What Anxin does: In monsoon months we check blocking and bracing strictly on stuffing photos before sealing.
Since 7 May 2025 Sri Lanka Customs has required manifests to be submitted through ASYHUB. The battery description and DG details the carrier files for Hambantota come from the booking made in Qingdao, so they have to be right from the start.
What Anxin does: We give the carrier final cargo and DG data at booking, so the ASYHUB manifest does not need amending after arrival.
Hambantota International Port handles containers and releases cargo after the Sri Lanka Customs e-release in ASYCUDA. For a battery container at Hambantota, the consignee's collection plan depends on that release.
What Anxin does: We ask the consignee to book collection from Hambantota once the e-release is in view, and pass it the DG details for the trucker.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Sri Lanka before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Hambantota.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
Questions
Through ASYHUB, which Sri Lanka Customs has required since 7 May 2025.
The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
