Where this route gets difficult

5 points to plan for on the Qingdao → Colombo route

They run from the Qingdao terminal through the voyage to Colombo and the Sri Lanka import file.

  1. Origin port

    One filing for transhipment between Qingdao terminals

    Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Origin port

    Shandong's provincial guide for ESS

    ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

    What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  3. Sea corridor

    Theft at night in the Malacca and Singapore Straits

    ReCAAP counted 21 armed-robbery incidents in the Straits of Malacca and Singapore in the first half of 2026, down 74% but still 60% of all Asian cases. They are mostly night-time thefts of engine spares from bulk carriers and barges; a container ship bound for Colombo is a less usual target but uses the same lanes.

    What Anxin does: We keep the vessel and voyage on the booking record for Colombo, so a carrier incident or delay notice can be matched to the shipment straight away.

  4. Import country

    Classification decides whether SLSI inspection applies

    SLSI's compulsory inspection list covers primary cells (HS 8506.10 and 8506.80) and lead-acid starter batteries, but not lithium-ion batteries under 8507.60. The HS code on the documents for Colombo therefore decides whether an SLSI inspection is needed, especially for mixed shipments.

    What Anxin does: We check the HS codes on the invoice with the importer, and flag any primary cells in the shipment that would bring SLSI inspection.

  5. Import country

    Paper declarations end on 1 October 2026

    From 1 October 2026 Sri Lankan customs declarations are digitally signed and filed electronically, and manual submission at the Long Room ends. Importers at Colombo and their brokers need digital signatures in place for the first shipments after the change.

    What Anxin does: We check with the importer's broker that its digital signature set-up is working before the container arrives at Colombo.

Checklist for Qingdao → Colombo

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

In Qingdao, before the box is loaded

  • Confirmation whether the Dagang–Qianwan one-document pilot applies; a single cargo report filed at the first port of loading
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)

For the carrier and the voyage

  • Carrier's revised arrival reconfirmed in the cyclone season before booking onward transport
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
